Abstract

1. This document is submitted to be considered as part of the record of United States
compliance with the International Convention on the Elimination of All Forms of
Racial Discrimination.1 It represents a collaborative effort on the part of a crosssection
of U.S. NGOs. It has been coordinated by the U.S. Human Rights Network.
2. The institutions and individuals involved in this effort welcome the opportunity to
provide the Committee with information to be used in its review of U.S. compliance
with the Convention.
3. This document is an overview of the shadow reports prepared as part of this U.S.
NGO collaboration. It supplements the full shadow reports prepared for the
Committee’s review, copies of which have been filed with the Secretariat and are
attached as appendices to this document.
4. As used in this shadow report, people of color, communities of color, minorities
(racial or ethnic), and racially marginalized communities refer to those who would
identify as other than white on the United States Census. The specific racial groups
included are “Black/African American, American Indian and Alaska Native, Asian,
and Native Hawaiian and other Pacific Islander.” Ethnicity, as used by the U.S.
Census Bureau, is limited to two choices, i.e. “Hispanic/Latino origin” or “non-
Hispanic/Latino origin.”
